<p>To date, we only become aware of new shops planned when: new buildings require a resource consent AND this consent is publically notified &#8211; or &#8211; when they are built.</p>
<p>If properties are already commerically zoned, then resource consents are not necessary even if current use is residential.  You can view the current designations on the Auckland GIS viewer online.</p>
<p>Even if the current zoning may be residential &#8211; as the 2004 District Growth Strategy identified the need for further commercial land in Patumahoe &#8211; resource consents for change of use to commercial already have a toe in the door.</p>
<p>Given that, as a community group we have not been informed of any resource consent applications in place for this purpose.   However, we are aware that one of the proposals for the development on Kingseat Road included a small area on the corner of Kingseat Road and Mauku Road for commercial use.  We have asked Auckland Council to inform us when community submissions are able to be made.</p>
<p>Also, as part of the Structure plan consultation many have indicated that they would prefer to see commercial industry such as retail and hospitality stay in the centre, and heavier industry to be located further out.  A method of achieving this would be to have different categories for each type rather than just a generic commercial as exists now.</p>

						<p>Patumahoe Village &amp; Mauku are rural-residential villages but the existing Franklin District Plan (which is still applied to parks &amp; reserves) does not differentiate between us or urban Pukekohe.</p>
<p>It was reinforced that many disagree with this, and that most consider the rural aspect of both communities a valued aspect of living here. There are many wonderful sites of interest within close walking/cycling proximity of Patumahoe &amp; Mauku and we need to identify those which the community values the most. Also, we need to identify possible &#8216;lost&#8217; treasures, and try to ensure that access to these is regained if possible.</p>
<p>Sustainability of the community is another ongoing discussion,which will require much consideration in our final plan.</p>
<p>We are happy to have the support and help of Whakaupoko Landcare in addressing these issues.</p>

						<p>Using the figures compiled in 2004, Patumahoe is oversupplied with recreational facilities and parks, according to Franklin District Council. Do you share their view?</p>
<p>In late 2010 Franklin District Council has updated their own figures, and have a revised figure of 940 residents (from 639 in 2004) and applied their expected growth to 2050 to be only 2%. For those wondering how this is calculated, it is not, the Franklin District Average is applied to areas that have not been individually researched. Such as Patumahoe.</p>
<p>In terms of current planning and funding practices, a trend has emerged that supports multi-use and community facilities, rather than creating and maintaining facilities will singular or limited use.</p>
<p>To see what can be achieved in a community of our size, a rural community in Nelson of a population of 500 has been successful in amalgamating their sports clubs and community facilities and can provide a starting point on what would be possible. Go and have a look for yourselves: by visiting the Moutere Hills link on our Patumahoe Village Inc pages.</p>
<p>So far, Patumahoe residents have come up with the following ideas (a reminder: these are ideas about the future of Patumahoe, they do not reflect a collective desire to grab a key and start up a bulldozer!):</p>
<p>* add on to existing sports complex/combine all sports under one roof and obtain land for future requirements while still available and reasonably cheap;<br />
* a multi-use community facility &#8211; providing for all age groups, arts and culture as well as some sports, and providing adaptable spaces inside. eg. small auditorium that could be used as stage, amateur theatre, conference room, movie venue for Patumahoe residents;<br />
* facilities for teenagers &#8211; Ron Gordon, Principal of Patumahoe School &#8211; thoughtfully proposed that consideration needs to be made to provide for the older children/teenaged group who currently have no community facilities specifically targeted towards them. Some ideas are music room/recording studio/video editing room, non-alcoholic lounge and skatepark;<br />
* community reserves that are not sports oriented, ie. picnic areas, seating areas, playgrounds, catering to younger families and older residents;<br />
* designed cycleways, walkways around the heart of the village to reduce reliance on vehicles and to promote the vitality of the village centre.</p>

						<p>Concerns about increased traffic and pedestrian and cyclist safety were raised repeatedly during our series of meetings and street parties.</p>
<p>Most expressed concern that accidents would be more likely to happen unless a considered approach to roading design was taken.</p>
<p>A working party dealing with the issue has been formed, and will be working on this aspect of the Structure Plan that will be submitted to council in June 2012.</p>

						<p>Patumahoe has been identified as a high-growth community.</p>
<p>This refers not just to extra residential properties but also to the accompanying associated zoning that goes with it: retail, commercial, light industry and community spaces.</p>
<p>At present although land requirements have been calculated (very conservatively I might add) no zoning has been identified for Patumahoe for these landuses.</p>
<p>This is a concern because:<br />
This may result in ad-hoc and disjointed locations for different landuses;<br />
Community facilities might be diminished as the cost of land to provide extra facilities becomes prohibitive, early identification of possible reserve and recreational land may reduce purchase costs;<br />
Local aesthetic values may be compromised.</p>
<p>We believe that local residents and property owners will have a more knowledgeable and considered approach to the location of these businesses with regard to Patumahoe village. Would appreciate hearing any comments on this topic.</p>

						<p>Patumahoe Village Inc was formed in response to the discovery that Franklin District Council had no plans to enhance or upgrade our community facilities and spaces to offset the impact of the large scale residential development that was taking place.</p>
<p>Apologies to Mauku residents and property owners for the chosen name for our community group, which was formed in some haste in order to apply for a funding grant from the soon to be dismantled Auckland Regional Council.</p>
<p>The LIDIG (Low Impact Design Implementation) grant was awarded to help us consult with the communities of Patumahoe village and Mauku in order to come up with a concept brief that identifies what we value and love about our corner of the world.</p>
<p>It is our intent to submit a community designed Structure Plan to Auckland Council, that addresses the currently unresolved issues of commercial zoning, community spaces and linkages, and future proofing our communities for years to come.</p>
<p>In order to do this we have designed a consultation plan to help us get in touch with as many residents as possible.</p>
<p>* offer free membership to the Patumahoe Village Inc community group;<br />
* hold open monthly meetings for all residents;<br />
* hold street parties for all residential streets in Patumahoe/Mauku;<br />
* open day to display opinions/information gathered so far<br />
* provide online community website to publish results and invite further discussion.</p>
<p>You are welcome to participate in any capacity and also continue to pursue your own individual submissions on any planning issues or decisions to council. This project is focused on the mitigation of growth &#8211; rather than any discussions for or against.</p>

						<p>Patumahoe Village Inc is community group that was incorporated in Oct 2010.</p>
<p>Membership is free to all residents, property or business owners within a 7km radius of the Patumahoe village shops. Membership is automatic if you become a registered user on this site, and you are eligible for membership.</p>
<p>If you are not within the association area, you can pay an annual fee of $15/year to become a Friend of PVI and this will entitle you to use the free classified ads feature, and participate on the forum. <p>The community group originated after enquiries at the existing Franklin District Council determined that despite unprecendented residential growth planned for the village, no community facilities or assessments were due to take place. The incorporated society was formed in some haste in order to apply for a grant from ARC, before it was disbanded.</p>
<p>This grant money is being used to consult and inform the communities of Patumahoe &amp; Mauku on how we can best safeguard our lovely villages from non-considered top level planning.</p>
<p>Part of this grant money was also used to initiate the building and hosting of this website, which will hope will be able to be sustained in the long-term with the support of local businesses and tradespeople.</p>
